Description This unit describes the performance outcomes, skills and knowledge required to develop policies for the employment of staff.Some aspects of governance activities may be subject to legislation, rules, regulations and codes of practice relevant to different job roles and jurisdictions.

Learning Outcomes and Application This unit applies to individuals responsible for monitoring and guiding the employment policies of an organisation that employs staff.

Elements of Competency Performance Criteria              
Element: Develop policies with respect to staff
  • Identify employer's responsibilities with respect to staff
  • Develop, negotiate and endorse staffing policies with board members, management and staff, and if appropriate, unions
  • Ensure approved policies are communicated throughout the organisation
       
Element: Implement staff policies and procedures
  • Work with other board members and management to develop and document procedures flowing from endorsed policies
  • Establish and implement induction processes for new staff
  • Ensure changes to policies and procedures affecting employment are communicated to staff, and if applicable, to unions
  • Identify and access external industrial relations advice and representation as required
  • Ensure individual contracts for employees are developed and signed within relevant enterprise agreements or awards according to policies and procedures

Method of assessment

A range of assessment methods should be used to assess practical skills and knowledge. The following examples are appropriate for this unit:

observation of performance on a board or simulated board

direct questioning combined with reflection of practicalboard performance by the candidate

analysis of responses to case studies and scenarios

demonstration of techniques

observation of presentations and group discussions

oral or written questioning to assess knowledge

observation of performance in role plays.

Assessment Tasks
